I would first try to narrow down the problem.

Do you know exactly the regions that cause the problem?

If you select this region only don't you get any data?

It's hard to tell what's going on without the data and the report.

In order to narrow down the problem even further, I would do the following:

• make a copy of the report
• Remove the filter and ensure that you get all the data (even Japan)
• Add a simple filter with a simple report parameter. Not a multi value one, not even drop down list, just a string so that you can enter "Japan" when you run the report.

What do you get?
